Foreword

Mr John Lee, Chief Executive of Hong Kong Special Administrative Region

This year is a year of great significance, marking both the 28th year since Hong Kong's return to the Motherland and the 5th Anniversary of the promulgation of the Law of the People's Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region (HKSAR). The Hong Kong National Security Law achieves convergence, compatibility and complementarity with the Safeguarding National Security Ordinance that came into effect last year. Together they form a comprehensive legal system and enforcement mechanism for safeguarding national security, providing an effective assurance for the promotion of good governance in Hong Kong.

The HKSAR Government will continue to fully, faithfully and resolutely implement the principle of "One country, Two systems". Hong Kong has the unique advantage of enjoying strong support of the Motherland and close ties with the world, achieving both national and international connectivity. While we are facing a complicated international environment and geopolitical tensions amid the unprecedented global changes in a century, we will rise to the challenges, acting proactively to understand, respond to and embrace changes. Leveraging the dare-to-fight and win spirit in its people, Hong Kong will break new grounds and achieve another leap forward.

As China's two-way gateway to facilitate businesses to go global and attract foreign investment, Hong Kong will continue to play the role of a "super connector" and "super value-adder", further unlocking business opportunities and making greater contribution to the country's high-quality development. We will make every effort to promote Hong Kong's development of new quality productive forces propelled by innovation and technology, and to explore new avenues for progress. Meanwhile, with our perseverance as always, we will press ahead with economic development and strive to improve people's livelihood to build a brighter future for our homeland.

In celebration of the 28th Anniversary of the Establishment of the HKSAR, the Government, in collaboration with various community organisations, is rolling out a wide variety of celebratory events in the 18 districts to spread the festive cheer and joyful atmosphere to every corner of the community. Come to join us and share the joy of Hong Kong's return to the Motherland. Let us sustain our joint efforts in contributing to the prosperity of our country and the development of Hong Kong.
